What is the bottom bracket, if not original? Can you shift the axle toward the drive side to get more clearance? If the PO installed a threaded bottom bracket, you could put a spacer under the flange of the fixed cup, provided that leaves enough thread engagement for the lockring on the other end of the bottom bracket. If it's a threadless cartridge, can the whole unit be shifted to the drive side? If it's the press-fit bearings, does the axle have circlips that prevent it from moving sideways? If not, you may be able to nudge it over toward the drive side. Otherwise, a longer axle is probably your best bet.
