You've gotta read the room. If you're pretty sure that they'll be hustling up the hill with you, sure. If not, maintaining a steady-ish speed up- and down-hill means a huge yo-yoing of effort, which may be frowned upon cause people to yell at you.
So, I should slow to 8 mph going up a slight incline? That doesn’t seem right either. I wasn’t increasing the speed going up the hill, just maintaining.
I don’t have these issues in VA.
