Rubber is pretty much impervious to water. The casing of your tire might not be, so if there are cracks in the rubber or other ways for the moisture to get to the casing, that might be what you are seeing. Doubtful that this is an issue other than cosmetic and it might go away as the tire dries out.
Thanks. Yeah, I rode a club ride today and it seemed fine. When I got home, I couldn't even find the hair-line, shallow cracks I had seen before. I'll stop the offensive behavior and invest in a towel rack.
