One of the side benefits of running video cameras is that you can go back and review the footage to try and understand what happened. In this case, it was worse than I originally thought!
I would definitely recommend reporting to the local police department, specially given the fact that their job is to uphold the law and in this case, the 3 feet law was definitely broken. This happened with me earlier this year and I shared the video with the local PD. They tracked down the driver and let him know about the incident. Quite possible that you may not get the same response, but it is worth a shot in the hope that it may result in one less driver being careless around cyclists.
