Sorta, but reducing trainer difficulty reduces the amount of shifting you need to do. Also, potentially with a steep enough gradient, if your trainer bike doesn't have low enough gearing, at 100% you'll be grinding at 60rpm, but with 0% trainer difficulty you can spin away at whatever cadence you want, and unrealistically stay upright while you're only moving at 2mph.
