You're doing laps, but not getting anywhere.

1) Have the frame alignment checked.

If it's ok,

2) Re-dish the wheel to correct the centering. 1-2mm is a 10 minute fix.

If the alignment isn't right, that's a whole other issue. Talk to the seller.
