In the days back when I commuted by bike, leaving the house at about 4:15 a.m., at temps below 30 degrees F I would use rain pants over synthetic fleece pants. Under about 20 degrees, I added gaiters. I found that keeping my calves/shins warm was crucial for keeping my knees and feet warm.
