Victory cones are the same as Triomphe and Gran Sport. Yes, the fronts use 3/16" balls and the rears use 1/4" balls. Be aware that Record front cones do not interchange, as they are ground for 7/32" balls. Nor will Japanese or French cones work, as they are threaded 1mm pitch, while Campagnolo are 26tpi. Miche, and Ofmega cones are also 26tpi, but in my experience are inferior to Campagnolo's cones.
