With Magura you don't need to bleed to shorten the hose, but you do need some olives and the tool to press the fitting. There are videos all over the internet on how to do the initial fit of Magura brakes, but the bleed kit is relatively cheap.
And the same is true of Shimano and Campagnolo. Now, sometimes you do but with new installations, if things go correctly, you can just attach and go.
