Thanks everybody for the helpful suggestions. I will be putting new pads on the bike today and during the next major overhaul I will be switching in the cantilevers from my parts bin onto the bike. I will not pursue a better frame since it would not make much of a difference in ride or braking. It is hard enough to find a step through in a 21" size and a fully cromo frame is probably unobtainium at this point.
Update us on how it goes! We're all invested now. haha
And post to this board if you ever need help sourcing a larger step-through frame. 26" might be hard but there's a lot of folks here that love step through frames and probably could help you out with finding a mixte or other step-through. Here's a thread of good looking mixtes for your perusal
