If the geometry is anything like my 1985 310, and I believe the 310 and 710 were the same, I could barely fit 27x1 1/4. Yeah the switch to 700c will help but highly unlikely that you’ll fit 38s.
I briefly had a 615 (later version of the 610) and easily fit 27x1 1/4 with fenders.
