Heads up!
I slow down and say "heads up" when I'm far enough away to give them time to react, gain control of their dog, and move to one side. Works for equestrians as well. Of course, 90% of my pedestrian passes are on a gravel road skirting a lovely lake. For city riding I'd likely be more curt; maybe YO!
