The handlebar looks like Velo-Orange Porteur. I like them a lot. I just put a new headset on my Poprad, while doing so, I switched to the Porteur bars with 10 speed Tiagra brifters. Since I took the following picture, I switched the big chain ring to a 48, now no need to lengthen the chain.
Very comfortable
I now have the bars with just a slight down angle toward the grip area.
