Edit: It's also worth noting that USAC doesn't always fully support athletes going to international events to represent the US. Athletes might be "selected" to go, but only given "level 2" support, which means they have to pay their own way to get there, etc.
It's also worth noting that USAC doesn't support all athletes at the same level. Men tend to get more funding for attending WC events than women, at least at the junior level.
