as for the documents and signatures, it probably wouldnt require anything too different from how signatures from different parties are collected for other legally binding agreements
If in the situation, I'd seriously consider a Justice of the Peace-issued marriage certificate and then follow up with a "group" wedding ceremony later on as conditions allow. That'd at least get the nuts+bolts stuff going, such as healthcare coverage, taxes, etc. Though, depending on where, even such might be disallowed by the "authorities."
