If in the situation, I'd seriously consider a Justice of the Peace-issued marriage certificate and then follow up with a "group" wedding ceremony later on as conditions allow. That'd at least get the nuts+bolts stuff going, such as healthcare coverage, taxes, etc. Though, depending on where, even such might be disallowed by the "authorities."

Interesting times.
