There's a lot of brands out there that meet your spec. Campagnolo WTO, Fulcrum Speeds, Lightbicycle, Bontrager (who I've heard has a pretty excellent warranty). Also these, which seem intriguing with a 21mm inner rim width but 30mm external width -- a bit out of the ordinary:
