1990's MTB headset removal issue

I am working on my old MTB (1996 Voodoo) and I am trying to remove the stem but I cannot seem to get the cap off it even after removing the bolt. It looks like the cap might be a screw in type thing but I have no idea on how to loosen/remove the cap. Any ideas? It’s 90’s and earlier tech so I am hoping the good people here have an idea…

It is a Aheadset setup with a patent #5095770.

The center bolt has been removed but the cap, which is plastic up top, is wedged in solidly. I think it might be screwed in but have no idea on how to loosen/remove it
