I can confirm: 4-1/2 hours riding with a windchill of 23F/-5C, none of my water bottles froze.... it's almost like the air temp needs to be below freezing for water to freeze. Also, I dressed for 35F/2C (including a windvest that I'd always use at this temp) and was totally comfortable the whole ride.
if I remember correctly 
, in years past, my water bottles were freezing in the teensF. this past winter, I don't recall riding lower than 20F & didn't have any icing w/ the bottles

I've found the nozzle will have ice form at temps in the mid 20 on my winter commutes (roughly 1 hour ride). The bottle never freezes solid, but I'll chew the nozzle to get it to flow freely.
Fully frozen bottles takes colder temps ... but 4-1/2 hours would be enough to see some freezing/ice if water could freeze in sub-freezing wind-chill temps with air temps above freezing (spoiler alert: it won't
)

I think this was from 2016, just maybe 45 minutes at 17 degrees? I started getting slush
when that happens I just take the top off
freezing drips, on the bottle holder, is no real inconvenience
I do love my Corkcicle Canteen tho

I always ride with a trunk bag, so I've taken to leaving my bottle in there during winter for at least the first half of a ride. I don't care for ice cold water even when it hasn't iced over yet. I rarely drink during the first hour of a winter ride.
