I would also upgrade the front arms while you're at it. The ones i like are the shimano medium profile ones (like below), from altus to xt for about 5 years all basically the same, just different finishes, always seem to work really well. It's hard to say why different arms are good or not aside from flex and play and some say the wide-profile ones are stronger but i haven't found that and i would put it down to 'magic' and recommend you find some of these out of a parts bin and clean them and put new pads on and you will get good braking.
I found these cantilevers in my parts bin. Better I assume?

Thanks everybody for the helpful suggestions. I will be putting new pads on the bike today and during the next major overhaul I will be switching in the cantilevers from my parts bin onto the bike. I will not pursue a better frame since it would not make much of a difference in ride or braking. It is hard enough to find a step through in a 21" size and a fully cromo frame is probably unobtainium at this point.

And post to this board if you ever need help sourcing a larger step-through frame. 26" might be hard but there's a lot of folks here that love step through frames and probably could help you out with finding a mixte or other step-through.
