What is the thing called

it is on the rim to protect the tube from spokes and where is the best place to get one cheap

Rim tape? From what I read here - buy cloth rim tape and don't go ultra-cheap otherwise you will be fixing a lot of flats.

Veloplugs are nice but only work with double wall rims. I have some older rims where veloplugs won't work, unless I filed down the part that gets inserted. You also have to get the correct size.

Rim tape is also for double wall rims and the correct size is important. The rubber band type of rim strip can be used on single wall rims and is much cheaper.

MY rims are odd u cant see the spoke ends there in a hole

Fabric rim tape of any type if you can't find Velox. Not the plastic stuff.

(although I have been known to use electrical tape in a pinch)
