Headset: "Extra" Part

I dropped the fork from my Giant Propel to address an issue with cable routing. After I put it back together, I found a very thin washer / spacer sitting on the floor. It must have dropped out when I was removing the fork. Does anyone know if this spacer should go above or below the headset? See pics below.

I had to add a spacer just like that last year when if I adjusted bearing preload to remove play the bearing cover would drag on the head tube. It goes just above the top bearing and below the cover
