I've been at zero spacers for a couple of years. Keeping the smokestack for now, for who knows what tomorrow may bring?
Some may say that you need to cut the steerer tube down to move the expander plug to where the stem clamps the tube, but I'm not convinced that's an issue with a properly torqued stem.

So, since the wheels I'm rebuilding are 28 years old, and even though they spin smooth as butter on a hot day, I figured I'd kill some time while isolating at home by rebuilding them. I have some top quality bearings from Wheels Mfg., I have Phil's Grease, I have cone wrenches. So I carefully cover my bench with newspaper, take out the QR, and check what wrenches fit the cone and locknut. 14mm fits the cone. 13mm fits the locknut.
Only one problem. This is what I have for 13 and 14mm cone wrenches:

A threadless stem clamps around the steer tube and can be positioned up or down the steer tube depending on how much steer tube remains. Roscoe's heart condition has not worsened so the vet thinks he might be having kidney failure. He took some blood tests and we'll know more tomorrow. He seems fine today even though he was displaced today with his appointment and 4 house showings. One of them has already said they want to come back.

I would start by trying to find out why it's idling so fast. Might have a vacuum leak. Normally problems with the way the things run isn't going to affect deceleration but if the idle is surging you might feel that.
If by shuddering you mean like a mechanical vibration that sounds like a transmission or final drive issue. Maybe even a motor mount. Even a timing chain. Check for a vacuum leak first to try and get the idle squared away.

Addendum: I ordered a 13/14 mm just like the above from Amazon, to arrive tomorrow. I thought maybe I'd buy a 13/15, but I couldn't gt that tomorrow. So I went with the 13/14. Then I checked the rear wheel, and the cone and locknut there are BOTH 14mm. So I guess it's good I got the13/14.
