Rear Dropout Modification

Anyone ever modded a rear dropout to accept a derailleur hanger? Frame does not have hanger, older claw type. Can you drill and bolt on a hanger?

You can purchase "claws" that bolt on, and accept a screw-on derailleur. The design of the claw is to be secured at the rear by a bolt into the slot, but the main clamping/securing force comes from the rear wheel.

If the dropout is sturdy enough, you could weld or braze a hanger on. Perhaps taking a new dropout as a donor.

These are common and cheap. And, works fine with either bolt on or QR.
