European framebuilder for a touring fork?

Hi, I have a Salsa Vaya Travel that I love, and I want to update it a bit with a modern fork with through axles and bike packing braze-ons.
The problem is my Vaya has a straight head tube - not tapered - so nobody sells what I need, so I need to go custom.
I've talked to a few builders, and they generally want to sell me a frame, or a frameset of their own design.

SO:
  • Custom steel touring fork
  • Straight steerer
  • Through axles
  • Through-blade low-rider rack mounts
  • 3-bolt attachment mounts
  • Fender mounts

I live in Sweden, so I'd like to find a frame builder in the Europe region to keep shipping costs and time down.
However, I'll take names from anyone you know who'd be up for a gig like this, just in case I can't find anyone local.
(I'm currently spamming everyone I can, from a list of EU Framebuilders and I was hoping to save some time.)

Mathias Scherer/Mawis seems to do good work. I'm sure there are others I'm not thinking of, but he could set you on the right path if he doesn't want to do the job.
