Part Identifcation Help

Hello,
While reparing a flat alongside a multiuse path, noticed this bolt on the ground under the bike. Does anyone know what this is for? Looks like maybe for spring compression adjustment? I'm not sure if it fell off the bike or if it happened to be lying on the ground where I was working. I don't see any obvious places on the bike where this could go. It has a 4mm socket cap head and pretty fine threads. (The bike is an older 20" folder, simillar to the current Dahon Vybe.)

With that pin sticking out opposite the socket drive side, it looks like it could be from a chain breaker that'spart of some multi tool, kind of like this...
