Looks like a bicycle to me. Never heard of the brand. Google shows a variety of models with that name, from townie bikes on up to TT funny bikes.

Whoever they are, I hope they put more effort in frame construction than they did in decal design. It looks like a well built frame, I always think it's a shame when the graphics and decals are really boring.

No tubing graphics, so my guess a price point frame but the product specifier was smart enough to spec chrome! and Campagnolo ends.
seatpost size could tell a bit.
possible Modolo speedy brakes, Sachs? Rear mech and shift levers? Looks like a Japanese front mech.
nothing special component wise, if on a budget and it fits, maybe not a bad deal.

Looks like a nice enough frame, possibly Columbus Tre-Tubi level given the underwhelming crankset and mix of Sachs-Huret on it. Don't remember who made that seatpost, but I recently sold one...paging malcala622 to ID.

I've never heard of 'Veloetruria' before. The name would translate as 'Etruscan Bicycle," Etruria being the ancient Etruscan homeland, so presumably made in central Italy. There was also a Kingdom of Etruria for a little while in the Napoleonic period. At this point it's just a name.

Well, it doesn't strike me as a secret jewel or an unmitigated disaster. Fork does not look bent, the parts do not look like garbage. Chain looks like perhaps a few links should come out. It's what, about 30 years old?
Overhaul it and make sure everything works right, and sell it to a student for $250?
