Huret Jubilee RD: Question
I'm guessing that hook end needs to go around that adjustment screw? Is this correct?

If you mean the end of the spring that is right above the cable clamp screw, I believe it is right where it belongs. Mine is the same.

My method is to remove the Huret Jubilee, braze a stop on the hanger to change it from 4 o'clock to 7 o'clock, put on a modern derailleur, and sell the Jubilee for big bucks on eBay.
