By far the best to get a feel for what it takes to be a rider in the Tour de France, the film Pour un Maillot Jaune from 1965 is in a class by itself.Vive le Tour is another good short documentary from 1962. The Flying Scotsman is a good movie about the politics of the sports organizations that control the participants and make changes retroactively because they can.

Three videos that I have found really capture the essence if cycling, other than Breaking Away which is a great classic, are unReal, Le Ride, and Where the Trail Ends.
A few films on GCN (Global Cycling Network) are good also:

Just finished watching Le Bike, following the original 1923 TdF route in the same time frame - 28 days? What blew me away, other than the unreal mileage (about 150 miles/day) was the first stage in the Pyrenees was 200 miles with 20,000’ climbing in one day! And this is on the original heavy period bikes where to change gears, they had to remove the back wheel and manually move the chain to the sprocket of choice. Many didn’t finish since it was more a race of attrition.

+1 for Pee Wee's big Adventure for silliness

+1 to Bicycle Thieves for great story, the scenery, and improvised acting

and ET; I was a kid when this came out and the BMX scenes were an eye opener for me.

Here's a little short that I really like. Before lycra and helmets. Great comradery. And the commentary is wonderful.

I watched April 9th, a movie generally about the German invasion of Denmark in 1940, and specifically about the fortunes of a Danish bicycle platoon fighting against German light armor. Yeah, that goes about like you'd imagine. The military 'flat tire drill' was interesting.

I really liked American Flyers when it came out even though I didn't really ride bikes that much back then. Who can forget Rae Dawn Chong's 10 second wheel change, during the 1st stage of the race?

I remember Breaking Away as the first time I saw a teenager with actual zits, in a movie. For me, it made up for the main character's over-the-top Italian persona.

#1 Breaking Away
#2 American Flyers
After that it's:
Klunkerz (Movie about the birth of mountain biking in California - My hero Tom Ritchey is in it)
The Ride (Re-enactment of the 1928 Tour de France - vintage bikes, gear and all - quite good)
Send It (A bike messenger movie on GCN+ - more of a documentary in the UK)
Quicksilver (Kevin Bacon as a bike messenger)
GCN Plus has some really, really excellent bike movies and documentaries. Worth the price of admission in my opinion and their library continues to build.

Quicksilver was pretty cool. I've had four single speeds since then and never fell in love with any of them.
As a bicycle film, Pee Wee's Big Adventure is head and shoulders over anything else that has ever been made.
