It would be interesting to see if there are before and after photos. But, often bikes get repainted after the original paint gets so bad that it detracts from the bike as a whole.
Whether powder is better or worse than paint could be a long argument.

- top-tube/down-tube front-end damage (apparently repaired, but still visible damage).
- Dented seat stay (straightened, but visible damage).
- Bulged steer tube
- Really bad paint
It does look like a pretty cool frame from the early to mid 70's. But....

Could almost be that one. Slightly different gearing. Different rear dropout. Different brakes. Different crankset/gruppo.
But, yes, it is close

I have some troubles trying to identify what this bike actually is, or was. But, I can say what it is NOT.
It had a receipt like title that I have since lost, it said it was a Campagnolo or Colnego , Abersque. if that means anything, and If I remember it was from a shop in langola Ca. The price was over 2000 dollars, which I find hard to believe ?
