Do you mean "hooded"?

I see a lot of Reynolds dropouts, but I'm not sure what "cowl" means

Does he mean a Breezer dropout? Sometimes also called a TIG dropout because they're nice for TIG welding onto. It's sort of shaped like a cowl.
