There must be something else keeping the stem from disappearing. Pitlock or something. Same for the seapost. I've seen saddles chained to the frame still, but the seatpost taken.

Given the flat tire and amount of rust, I wouldn't be surprised if that was sitting there for quite some time and was seen as ripe for harvesting.

Hollywood is terrible right now. There's homeless camped out everywhere, and a piles of stolen bikes in their camps. I won't lock my bike anywhere around there.

It looks like the seat bolt is locking in some fashion. So, as @Dylansbob suggests, they were likely after the seatpost, but need to try to twist it loose.

It might be fun to take a $100 or $150 "vintage" bike and lock it up outside of a Brooklyn or NYC apartment with a super heavy duty lock (worth more than the bike). Put a day/night camera on it, and observe the bike as it slowly disappears.
Perhaps get permission for the "science project" from the building owner or public works.
Pitlocks or glued in ball bearings would make it more interesting.
Time lapse replay.

Not so funny
My daughter was commuting in London peak-hour, got to near the bottom of a steep hill, applied brakes .... nothing. Sailed thru intersection screaming and some quick-thinking pedestrians grabbed her before she crashed. Pads stolen overnight, didn't notice. Moral of the tale - check your brakes before you set off every time.

Were those the gold plated pads?
I'm seeing on E-Bay, 5 pairs of V-Brake pads for $8.81, and 10 pairs of vintage style caliper pads & holders for $8.99.
No prison time required!!! I'm tempted to try them out.

I want to apologize to @Johno59. I interpreted the removing the pads as an opportunistic theft by some uncaring thief. I hadn't realized it was intentional to put an unsuspecting rider in danger. I hope the perpetrators get identified and locked up before someone gets seriously injured.

She contacted the police and they said it wasn't the first time and people do it so they can film "typical lunatic " cyclists running red lights at the nearby intersection at a nearby hill in the neighbourhood.

Is it possible the "Good Samaritans" were in on the scheme?
Unless a camera was hidden at the scene, it sounds like someone was potentially stalking your daughter. Knowing when she likely would be riding her bike to school or work. Specifically choosing her bike to target.
