Welcome. While it's a decent price for a hybrid, the bigger question is condition. Completely tuned & ready to go? All parts in good shape without need for replacing? If it isn't, subtract from the asking price. It's all about condition.
A lot of bike owners don't maintain their bikes properly - rusting chains, cables and the like - and then the bikes suffer. What you don't want is to buy into a bike that hasn't been maintained properly. If you don't know the difference, reading up on this forum is an excellent place to start.

It’s not my cup of tea but I think the price might be fair depending on location and condition.

I don't see any glaring issues with the bike. The front brake has been disconnected, probably for transport. Look up "V-Brakes". They're pretty easy to reconnect.
Make sure you also know the proper way to tighten down quick release levers.
$260 is within reason for a ready to ride bike.
One might be able to find similar bikes at thrift stores for a bit less, but often battered and abused.

That is about right in the LA market. When they go cheaper than this they tend to be abused.
