As someone who has often dreampt of taking a frame building class I cant help but wonder what the thought process is for the use of the extended lugs? Knowing they are heavier something structurally must have been enough of an improvement that Harry felt they warranted use regardless of the weight penalty.
Im curious as to why he chose to use lugs, especially such long ones, on Ti tubing?

I recall that Cecil Behringer and Pino Moroni managed to braze titanium, but I don't think it was a straightforward process, e.g.:
In the late 70s [Behringer] built probably the only lugged titanium bikes every made (not bonded) by brazing them in an oven filled with inert gas. Not only are there the frames with his name on them, but it seems that most or all that carry the name of his buddy Pino Moroni were probably made by Cecil too.

Could you simply press fit it? Super heat the lugs and chill the tubes? Or would the lugs eventually start working lose around the head tube?

Bridgestone once made a stainless steel frame with aluminum lugs that were cast around the steel tubes. Something like that might work. I think the tube ends were reshaped in some way to prevent them from working loose, otherwise the differential in expansion/contraction with temperature changes in the lugs and tubes could be a problem.
