My 2009 Langster came with dual pivot brakes/Tektro short reach lever combo on the drops. It never felt like it had enough stopping power. A set of Koolstop Salmon pads probably would have made a difference with the oem setup.
When I converted the drops to bullhorns and installed a set of Tektro RX 4.1 levers the stopping power greatly imporved.
Leverage makes a difference along with proper adjustment.....

Those would be best, but any dual-pivot caliper in the Shimano line would be fine. Tektros fall somewhere between sora and tiagra in terms of quality. I scavenged an old RSX long-reach frt caliper to use on a fg conversion and with new pads it worked a bomb.

I have some Tektros front and rear on my Pearson. They're the brakes they fitted as standard. I can ride all day without touching them, or I might need them at any moment in an emergency, especially on my short commute. They do the job.
I recently picked up a second hand Langdale 2 x 10 road bike with some very nice Shimano brakes which are much more rigid and work better.

Ultrgras with diacomp flat bar levers on my Pure Fix Cleveland, rear coaster brake on my 29rBigBMX, rear coaster brake\from Winemann center pull on my Bridgestone.

Dura Ace and Tektro on diff SS bikes, they both work good.
I prefer drops with standard pull levers
Also prefer longer break pads, make sure to match pads for rim type
Cool or Swiss stop pads work great
