Which Is Best?

My new Wabi comes with flat bars. I ride on the road a 100% of the time in a area that get some strong winds. Should I change the bars to drops? What do you think?

The best bars are the ones that work well for you. Nobody can really answer that but you. However https://whatbars.com is a good place to check out to compare different bars.

You might consider trying an alt bar if you cannot decide. Surly Moloko, Koga Denham, Velo Orange Crazy Bars V2 are some excellent options and I have tried all but the new version of the crazy bars (had the old version liked it but the Koga's are way better but the new one looks like maybe a leap frog from the Koga's so it could be a very good war of improvement to achieve absolute handlebar perfection)

Nice to switch back and forth if you can. At least until you know what you like for the kind of riding you do.

I swapped out the drop-bars on two of my road bikes.
One of my geared bikes received a flat-bar and my SS bike got bull-horns with TT brake levers.
Like others have mentioned......it's your preference.

I've gone back and forth between riser bar and drop bar several times on my gravel bike, and it makes zero difference in the way the bike steers or handles. I do, however, use stems of different lengths to maximize the fit and comfort of each. For windy road riding, a drop bar might make more sense, but you gotta try it to find out.

Or, you could try bullhorns, which will put you in a more aerodynamic wind cheating position.
