I think Road Rash is the only really good reason for shaving legs... Unless you're trying to impress someone the next time ya wear your heels and hose...

Is shaving necessary? It depends on you. I'm pretty hairy everywhere but the top of my head and it's fairly long too. So any that is underneath the compression fabric of my bibs or shorts gets to rolling around between my skin and bibs. It irritates the follicles and causes discomfort. So I shave everything under my jersey and bibs short. It also seems to let the sweat wick away better and I'm cooler in the summer months and drier.
If I get to riding a bunch in the colder weather when it arrives down here, then my lower leg will be shaved too! My upper already is.
But if you don't have any such annoyances then you do what you wish. You are an adult! Aren't you?

Shaving my legs might clear the skin more quickly than having the tights pluck hairs out of my calves one at a time, and then itching for a week when each hair is gone.

I still shave. Yes, less road rash after crashes but synthetic tights often leave rug burn which can be near as unpleasant. And more crashes/mile what with wet leaves, sand, debris etc. That "Thank you ..." I've talked about in other threads sounds just as nice in January.
