XXS Cross bike/frameset for kid with disc brakes

My eldest is outgrowing her current cross bike, she isn't quite out of it yet but is close enough to be truly borderline, while the middle kid needs the bike. Which leaves me looking for a cross frameset or bike for the oldest. Unfortunately I just missed out on a Blue cx-26 which would have been perfect, I did find a Ridley 26" but the frame is barely bigger than her current bike which is a Raleigh RX24, only 1cm difference, while the Blue was about 3cm bigger. Around a 43-45cm frame would work, currently riding a 43cm Fuji track bike and fit nicely on a 45cm Dolan track but for cross the 45 might be a touch tall. Right now it isn't even a matter of in stock/out of stock, I just can't find a company that offers a Jr. sized cross bike in either 26" larger frame or 700c xxs frame. At the last race kids her size seemed to either run a smaller bike like she did, ran a bike clearly too big or used their mtb and struggled with the barriers.
Must have disc, both kids have shown they don't have the grip strength to stop well from the hoods with rim brakes, but my daughter had no trouble with her raleigh which is disc.

Bikes: Co-Motion Cappuccino Tandem,'88 Bob Jackson Touring, Co-Motion Cascadia Touring, Open U.P., Ritchie Titanium Breakaway, Frances Cycles SmallHaul cargo bike. Those are the permanent ones; others wander in and out of the stable occasionally as well.

Felt used to make a nice XXS cross bike for youth, both in 24" and 700C, but not sure if they still do as the market for them is pretty small.
