Scooter - Motor turns and stops

A girl tried to repair her scooter. She disconnected the controller and she didn't take any picture of the connections. Also, she lost the switch and the cable for the anti-theft.
Now, I have to repair it. I connected the motor (3 wires), the hall sensor, the throttle and the battery. The display seems to work correctly.
When I turn ON the controller, the wheel makes 3 little moves. When I give some throttle, I cannot turn the wheel.
If I turn the wheel and I give some throttle, the wheel spins for about 2-3 seconds and stops.
I don’t have any idea about the problem.
The battery is @ 51,8 volts

Make sure all the colors match on the hall connector. It sounds like one isnt working. Recheck the connectors for bent pins too.
