Well, no. If you have an inch of thread from the modified starnut, that will allow you to cut it down pretty far.
And if you cut it down to about 1cm, you can knock out the plug with a rap from a mallet. The epoxy makes a good bond, but it isn't not as good as the bond holding the steerer carbon together. Then you can do whatever after that.
So I don't see the problem. The "worst" thing that could happen is that you think the shortened plug will hold and it doesn't. Then you replace it.
Like I said, bike companies do this all the time and its been figured out. I have cut down many Cervelos and BMCs with "permanent" plugs.

The things you listed just now are what you would do to cut any steerer, plus one tap with a mallet.

Geez, the ego-butting tedium is strong in this thread...
There was a third reason mentioned, and the reason I did it - needed something for a 1" carbon steerer, wasn't going to use a star nut.
I didn't do an epoxy plug though; I had a bit of carbon plate a few mm thick so I cut a little disc and put an ally rivnut in it, and epoxied that in there.

There was a third reason mentioned, and the reason I did it - needed something for a 1" carbon steerer, wasn't going to use a star nut.

Aside from 1" compression plugs being even scarcer than 1" carbon steerers, this crazy Easton fork has a flat spot on the back of the steerer so it doesn't get pinched in the stem clamp. Can't remember if it was round inside, but probably not, huh.
