Yes, you can certainly do all of that. But, it just brings us back to the earlier statement:

Always a pleasure to hear how hard things are from people how haven't done them.

The things you listed just now are what you would do to cut any steerer, plus one tap with a mallet.

There was a third reason mentioned, and the reason I did it - needed something for a 1" carbon steerer, wasn't going to use a star nut.

I didn't do an epoxy plug though; I had a bit of carbon plate a few mm thick so I cut a little disc and put an ally rivnut in it, and epoxied that in there.

Aside from 1" compression plugs being even scarcer than 1" carbon steerers, this crazy Easton fork has a flat spot on the back of the steerer so it doesn't get pinched in the stem clamp. Can't remember if it was round inside, but probably not, huh.
