Legnano frame?

Legnano frame?
I'm looking at a frame that is claimed to be a Legnano but I am not sure if it is realy one or not, so I was hoping you guys could help.
The seller states it has a 27.2 seat tube and has been modified and repainted. I looked online and it seems pretty close to me. Below are some pictures of it. The fork crown and dropouts seem right as do the lugs. I don't understand the seat post clamp, Legnano's are under and infront of the toptube. This one is behind it but there is obviously one also where it is supposed to be but looks to have been closed for some reason. Also possibly loss of chrome on stays.
What do you guys think, is it the real thing or fake?

certainly has been "worked on"...
head is Agrati "SPORT" pattern
crown is Agrati "SPORT" item nr. 026.8058 and is completely undressed; note how thick are the blade sockets
whoever built it did not even bother to dress the parting line flash
this could be due to it being used with a cap...
note joinery of taper tubes to frame ends
blades meet fork ends in a square/straight "chisel" manner
while stays meet dropouts in a pointed dome shape
fork would seem clearly not original to frame and exhibits a lower order of work
check to read any markings on fork ends and dropouts - unlikely they shall match
adjustable head race being used to hold fork is an OFMEGA item
if i were shopping for a pista frameset would leave this item be
perhaps our framebuilder members such as bulgie and/or Doug Fattic
would care to comment...

i do not doubt its realness
if you wish to consider proceeding would think first thing would be to consult a framebuilder regarding undoing the kludged seat binder repair...
still no response regarding question of markings on frame ends

Agreed the frame appears to legitimate, with the unfortunate addition of seat tube binder ears. However, I would question the authenticity of the fork. While it is a is a track fork, it would not appear to be OEM given the different style of finishing of the blade ends relative to the frame's stay ends. An apparent replacement fork, in conjunction with a repaint, raises the probability of a crash and frame damage such as bent top and down tubes and/or misalignment. The top tube definitely looks rough in the area behind the head lug, though there is no visible bend.
