I don't know I would want that rack the picture says a lot that it was abused and maltreated and not cared for even for a picture. As a safety item first and foremost that would be the key if the person looks like they cared for it maybe and generally with a hitch rack it is a potentially "safer" option used but still.
As Airfehr said it is probably Thule Classic-ish but if not actual Thule I wouldn't go for it on another strike.

That looks like my old Yakima HoldUp I had about 10 years ago. The newer ones have trays for the front wheel, mine did not have that, it was flat like the one in the picture. https://yakima.com/products/holdup
