However, the shifting was perfect on (a) the stock 105 11-32 cassette, (b) the Ultegra 11-28 cassette, and (c) the Ultegra 12-25 cassette. The occasionally failed downshift only occurs with the Frankenstein cassette and only across the transition between the two Ultegra donor cassettes.

Miche cassettes can be setup with a 13-14-15-16, or any other combination between 11-34 that you want. I've used this place to get them.
And there is another Italian company that puts a 13-14-15-16 series in about half their 11 sp cassettes. But it would require a different freehub.

How about a crank change to a compact if you are on standard, or a sub compact if you already on a 50-34?
Then you can get the gearing with a normal cassette (11-28) and won't miss the 16 as you will be further down the cassette in the 1 tooth jump range.

$0 invested, some time getting dirty I was able to achieve my goal.

With some parts found in the storage cabinet I can make: 11-12-16-17-19-21-23-25-27-30-34
I'd like to have swapped that 12 for a 13, but it wasn't doable with what I have on hand.
Hopefully I can give it a run within the next day or so.

I'd like to create a
11-13-14-16-17-18-21-22-25-28-32, but that'd require buying parts. Maybe next spring I'll have it ready to go or if someone needs wheel parts & has an excess supply of cassettes, I'd happily do some bargaining.

Sitting here this morning looking at gearing order for my Domane with the 11-28 I put on this thread is interesting. My Domane came with the 11-34 and I put on the Shimano 11-28. Looking a the tooth spacing and gearing both have 3 cogs with duplicates within about and inch. If the 17t were a 16t it seem it would fil in a gap in the gearing and and reduce the close gearing to two. On the 11-34 if there were an 34tx16t and then the 50tx23t would be close but my simple calculations show 180 and 184 vs the current 170 and 170. The current I figure still has the 222 / 223 and the 151 / 152.
When I was looking to replace the 11-34 cassette I have a note I saw an 12-27 SRAM. Except the smallest was a 12 the tooth spacing was better. I just shied away from because of the 12. For my area the largest 27 would work. May be when I need a new cassette.

I have a Miche Primato 12-29 which is straight through to 17, and all I’m ever missing is a little bit on the bottom. Which is more to do with me having too much around the middle.

nothing really, but I like to have the favored gears as straight lined with the crank. Preferences of mine may be different for others.

Your desired custom cassette reminds me of those special cassettes that some pros were using for their Everesting challenges, where they would study the routes and figure that they can get by with 3 or 4 specific cogs, each cog corresponding to one or more segments of the route, then custom make a 3 or 4 speed cassette with just those cogs and spacers to minimize weight, shifting performance and cadence be damned.

To take advantage of not having duplicates you would have to be willing to swap chainrings to 1/2 step gears in the range of the other chainring.
Does anyone do that?

14-32 cassette!
A few years ago, using the idea from a BF comment, I built a 14-32 cassette for fast-for-me group rides. It was perfect for those rides, but not too practical otherwise. I combined portions of a Shimano 14-28 with an 11-32.
I don't do those rides anymore, so the 14-28 cogs are sitting on the shelf right now, and I'm back to an 11-32.
14-32: 14 15 16 17 18 19 20 22 25 28 32. A straight block from 14-20.
Here's all the info from an old thread: 14-32 custom cassette.
It had very close shifts from 18-25 mph, right where I needed them. But shifts were too close together at slower speeds, and I would spin out at 28-30 mph.

obtained more parts & made a cassette with 11-13-15-16-18-19-23-25-27-30-34. Might swap it on in a few days & see how the local rolling roads are. Doubt I'll miss that 12.

I wouldn’t miss a 12 in that setup, but I might miss a 14 or 17, and the jump from 19 to 23 is a big one. But at the same time, I can’t think how to get your cluster in the middle and still get your range, so have to salute you.

Several years ago I had the Cycle Clinic UK make an 11 speed Shimano compatible Miche Primato Light 13-32. The cost then was $87 US. The gearing I requested was 13,14,15,16,17,19, 21, 23, 25, 28, 32; shift with Ultegra is as smooth as a Shimano cassette. My 69 year old knees appreciate the gearing on mountain rides.
