Can't help much, but it's an interesting mix of parts. Maybe someone built it up from a frame, or just rode it enough to replace some stuff.

Typical parts bin build. And if you want to upgrade it, where will you be getting the parts and who will do the work? Parts are expensive, such projects are best suited for someone with the time, tools, aptitude, and pile of parts. If I was looking for such a project, I'd pick a better starting point.
It helps to know your location as some people live in a bike desert (nothing available). Others live where much better projects can be found.

Strange that the decal on the chainstay says "MTB".....
It sure does not look like a mountain bike.....
Which could mean the decals might not be original to the bike?....so it might not even be a Phillips?
