I doubt there are any US made steel frames that are ready to ship, and thats before addressing the brake style.
Call around to various builders, i guess? Most are custom so having ready to ship frames wouldnt be their style.
If you find something, just buy the components from various sites.

It's interesting what people will focus on. Here's a lower/mid level component ($100 for the pair) that is fully interchangeable with any number of other brakes. And yet inclusion of that component trumps so many other criteria, including frame material.

Just maybe by specifying the brake style, it was to distinguish from disc braked?

That was one specification, the other maybe being made in US? Shipping overseas isn't that big of a deal any more, so assumed this was what was meant.
