Collars and cuffs were often separate on 19th-century men's shirts. You couldn't always wash your shirt every day, so you carried fresh collars and cuffs (the parts that were visible from under your jacket/suitcoat.

I have no clue what permanganate of potash is or what it is used for, perhaps if I knew I would then ask where to buy some?
On my last tour I rode for a couple days with a gal from Germany, she had an EU flag on the back of her bike, her bike was the bike on the right in this photo of our bikes on a ferry.

Potassium permanganate is used for a number of skin conditions. This includes fungal infections of the foot, impetigo, pemphigus, superficial wounds, dermatitis, and tropical ulcers.

IIRC potassium permanganate was the purple stuff that used to come in gigantic capsule-shaped "pills." You put one in a bucket of warm water and soaked your athlete's foot in it to supposedly kill the fungus. It turned my feet purple, then brown, but the fungus on my feet persisted until Tinactin came along.
