E-Bike Classes
I see E-bikes listed as 'class 2' or 'class 3' . What are the e-bike classes and what do the mean?

A quick google search will bring up a chart for you. Basically speed limitations and limits on whether they can be used on paths, roadways or offroad.

True in the 22 states that have so far adopted the BPSA/PfB 3-Class ebike model legislation...except for New York which has co-opted the wording but chosen 25mph throttle powered to be Class 3 so as to legalize delivery rider ebikes in NYC, but to get the legislation passed in the state assembly they also banned ebikes on >30mph roads which is most of upstate New York roads plus the elitist Hudson River Park Friends obliged the Manhattan Island senators to introduce an ebike ban on the City's North-South arterial bicycle commuting route the Hudson River Greenway

in the state of Texas, A Class 1 can be any speed less then 20mph. Class 2 is top speed of 20mph, Class 3 is up to but not more than 28mph and not more than 750 watts. Speeds listed are top speed which the motor cuts out or will not surpass.

It's more than just the classes as you have to look at your particular state and its local regulations. A couple pf years ago, I loaded up our ebikes and drove 1200 miles to Colorafo only to find signs near Breckenridge prohibiting ebikes, but the locals were still riding them so we joined in the fun. Last year, they decided to allow Class 1 ebikes.
In Pennsylvania, where the OP states residence, some of the popular rail trails (York County) banned ebikes a year ago. I hear it's been relaxed. I dunno.

In CA, the county parks and most state parks prohibit all e-bikes on the trails, but policing is minimal to none. It's going to be even less evident as e-bikes start to look less and less "electrified".
