Ti Frame Repair

My beloved 20 year old titanium frame appears to have a crack in the top tube and, unfortunately, the builder recently retired. Who, between NYC and Philly, would you recommend to replace the top tube and repaint?

Spectrum never actually did any Ti welding anyway. Did they send repairs to Bilenky?

I heard Bilenky has a fairly massive backlog at this point. I would be less concerned about how far I was shipping it and more concerned about when I would get it back.

If you'd consider shipping, Ti Cycles (Dave Levy), near Portland OR, is skilled, knowledgeable, ethical and reliable. Last I heard anyway; haven't communicated with him in a longish time.
Disclaimer: I used to work there, when it was in Seattle (1990s), and his sister is a friend of mine.
