Got the pass.... there at 7:30... out by 8:00. No hassles 
. Unfortunately didn't have time for a bike ride to check it out.... but soon!

according to this article, camp pendleton will be closed to cyclists with valid passes from july 9-july 22.

Just read thru the Camp's form posted above. Last time I biked thru was 4 years ago - no form to sign back then. Do they confiscate pepper spray if you're traveling w/it?? Seems bizarre. Is there a fee to register? Thanks.

No fee. I was worried about gear and confiscation the first time as we had three bikes loaded with bikepacking gear including camp knives. They just waived us through after seeing our passes.

Maybe I missed it in this post but... are the passes good for 1 year from date of issuance or are they calendar year? I'm finally going to stop talking and actually do a ride down to SD. The plan is that my wife drive down and meet me there and we spend the day at the Zoo or something. That let's me travel a little lighter since I know I'll have a ride back and some fresh clothes when I arrive.

sorry to be the bearer of bad news...wish i weren't.
so tried to renew camp pendleton cycling pass for the year (expired late may). actually rode over to the visitor center on july 3rd but it was closed. marine guard at the main gate sauntered over
to let me know the visitor center at the main gate had been moved to the las pulgas gate-some 7+ miles away. hit the las pulgas gate (in the car enroute to orange county) today to renew the pass.
found out they are not currently renewing cycling passes or issuing new ones. staffer didn't have a date as to when/if that will change. area between las pulgas and southern end of san onofre state beach
also closed as they are doing construction near/at the giant concrete landing pad between the usual bike route (old highway) and the ocean approx a half-mile north of "the tunnel."
definite bummer about the base not issuing renewals/new passes for cyclists. the optimist in me thinks they'll reopen base access at some point. the realist/pessimist in me doesn't think they will.
they are definitely issuing renewal/new passes for vendors and the like as evidenced by the line today because those are "mission essential." website uses excuse of the main gate visitor center being closed
(yet las pulgas gate apparently has whatever capabilities necessary to issue renewal/new passes-except for cyclists) as the reason for no cycling through the base. northbound 5 fwy onramp just south of the main gate
(as does the las pulgas northbound 5 fwy onramp) has a sign that specifically prohibits cyclists from entering onto the freeway. cyclists (illegally) enjoy the freeway y'all.

Mission essential visitor center services will be provided by base access control at building 41501T, adjacent to the Las Pulgas Gate. Extended wait times may be experienced.

Maybe some critical training activities that may impact the road through the base? Maybe a heightened "state of alert" with no public announcement (always a possibility with the military)? Or construction activity somewhere along the route and the Marines want to eliminate any possible liabilities for the time being? The military being what it is you probably won't get a straight answer, so just wait a few months and try again. With Amtrak being down I won't be riding through there anytime soon, whether on the base or on the I-5 freeway.

Last month I stopped by the south gate of Camp Pendleton to see about getting a cycle pass.
I talked to a nice corporal at the south gate and was informed about the move to the Las Pulgas Gate for that kind of stuff.
After a few minutes I asked him what the deal was if you were a veteran.
He said if you have a VA (U.S. Dept. of Veterans Affairs) card all you have to do is show the card to the gate guard and you are allowed to pass through the base.
I have not actually tested this yet but it looks promising (if you are a veteran of the US Armed Forces that is).
