so the cog is used to take up the slack on the chain?.... why not just run a shorter chain (if that is the case)...

I tried a shorter chain and it was too short. The bike has vertical dropouts and unless there is a perfect ratio, there will be no chain length that will work.

I'm not brave enough to use it on a fixed gear, but that's kind of cool. I've seen some pictures of old DIY tandems using floating chainrings to tension the sync chain, it apparently works pretty well.

Is this an easy way to fix complex chain length issues or is there a tool to do it if you can’t remove links?

It is called a ghost ring and it tensions the chain. I used this on this bike because it has vertical dropouts and I can't adjust the rear wheel to tighten the chain. Also on a fixed gear you can't use a normal chain tensioner. If using this setup you probably want to use a brake because I tried to skid and the ghost ring popped out.
