Welcome to the forums.
As to the Moser, sweet bike, I'd refurbish to perfect working condition but get something new rather then upgrade and keep the bike as is. Just my opinion but some bikes can be cooler as is and that's probably still as sweet one.

Part of me wants to strip the bike down, powder coat or paint, and re-decal ... Part of me wants to preserve it's originality ... It's my daily ride at the moment - I want to keep enjoying it!!
There is some moderate paint damage and some slight very signs of rust ...
What are your thoughts on the re-spray??

If you can affordably paint or powder coat to match then it is a cool option, especially if you can source reproduction decals. I've had several powder coated bikes and the results are great, newest bike is powdercoat with clear coat of paint to add gloss and seal the decals and it looks amazing. Slightly rusty scratches can always be cleaned up with a good scrubbing, a touch of WD40 on just those spots and some paste wax to seal. Rust bubbles the bike should be refinished to preserve integrity. From my experience, classic bikes are fun to ride, enjoy and be nostalgic with, modern bikes can be nicer.
